bravo 3 shift cable

Can anyone verify that on a 2005 Bravo 3, the shift cable should protrude 7/8" from the back of the gimbal helmet to the forward facing ball at the rear of the cable when in neutral?

what exactly is wrong, Bravos are installed with the control in neutral,when the ball is captured and the bolts tightened the drive moves in and shifts into neutral. The pre install requires the drive to be in fwd gear to turn the driveshaft to align it, installing it moves the drive to neutral.
There are special tools required to adjust it, there shown in the manual
