boat wont plane

I have just purchased another used boat. 14' glass, cathedral hull, 25hp long shaft Johnson, 1982. It wont plane. I finally got the prop off and it is a 9x10 in good shape. I just discovered the flotation aft is water logged on port side. I have no tachometer to check rpm's. I will remove the extra weight but I'm not sure about the prop. Seems small to me. Help!

Standard props for that motor ranged from 7" to 12" pitch, and it looks like most were shipped with a 9.25" X 12" prop. So, a little on the low side for pitch, but if anything it should get the boat on plane faster. Get rid of the weight, and see what happens. What's the max horsepower rating for the boat? Maybe it's underpowered.
