Boat wonbt get to plane and stalls

"<font color=""0000ff""><font face=""arial,helvetica""></font>I need some guidance, maybe I'm missing something. The boat starts right up without issue (chevy 350 w/ a volvo penta outdrive). Here are the issues - When I attempt to go in reverse, she stalls. When I attempt to go forward, she stalls unless I give just enough gas. Out on the open water it will not get past 2K RPM approximately 5-7 miles per hour. When I bring it back to nuetral it will stall every-freakin-time.

I guess I'm looking for a direction to go from anyone who may have seen this before or has some ideas about what might be causing this. My 1st thought (and that of a friends) was it might be bad gas. Your guidance is greatly appreciated! </font>}"
 
WELL IT SOUNDS TO ME LIKE YOU

WELL IT SOUNDS TO ME LIKE YOU NEED TO TURN UP YOUR IDLE. MAYBE CLEAN YOUR CARBS. AND ABOUT GETTING UP ON PLANE IT COULD BE THE GEAR RATIO IN THE LOWER PART OF YOUR OUTDRIVE. I THINK IT SHOULD BE 1.61 MOTOR REVOLUTIONS TO 1 PROP REVOLUTION.
