Boat will only idle when in gear - throttle cable problems? (hotfoot)

I wanted to see if anyone could help me try to figure out my problem. I'll give you the list of events. I appreciate anyones thoughts on what could be wrong.

Mercury 200 efi, year 2000.
On a Nitro bass boat.
Has a hotfoot.
Recently had the throttle position sensor replaced.
Prior to sensor replacement, boat wouldn't idle and wouldn't get up on plane.
After replacement, my boat ran amazingly well. Idled great.
Was out fishing with nothing unusual.
Put boat in gear, idled forward fine.
Stepped on the hotfoot and nothing.
Checked the cable at the hotfoot and saw the wire come out of the barrel when I engaged the hotfoot.
Lifted the cowling, had my friend step on the hotfoot and saw nothing move at the throttle cable.
Cable is in the right place on the motor. It's not hanging off and nothing appears to be disconnected or loose.
I felt the throttle cable while my friend pushed the hotfoot and I couldn't feel anything move inside the barrel at the motor.
Did the same exercise as above with the gear cable. It moved as it should and I could feel the moving inside the barrell.

Any words of wisdom are appreciated.
