Boat novice with some questions on a fixer upper

so i have this boat that i am trying to sell, it is a bit of a project boat that never got off the ground. its a mid 70s 23ft fiberform with a cuddy cabin.

now, a little history. 2 owners ago this boat had its engine rebuilt, or more specifically it had it's 305 replaced with a rebuilt 350. no sooner did he do that and the leg got stolen, so he replaced that with a rebuilt 898. not 300hrs use after that he swamped the boat, and instead of doing anything about it he just hauled it home and let it sit. another person bought it for cheap, he didnt have time for it so i bought it for $1k. that was 2 years ago.

so now i bought a newer, better jet boat.....it also needs work, but not near as much. needing the space i am trying to sell this fiberform, but im finding not many people in the current market are interested in a boat with a dead engine. so after sitting for 2 years it is finally getting some tlc.

so far i have pulled the engine out and completely rebuilt it(needless to say it was all rusty inside), im fairly savvy with automotive mechanics so after familiarizing myself with the differences of an auto sbc and a marine sbc i didnt have any issues in that regard. i got away with doing it on a real tight budget too, which is a bonus. im now at the point i am ready to hoist this thing back in to place. before i do that i am gonna thoroughly clean the engine area. im also adding a heat exchanger(it had raw water cooling before), figured a fresh engine deserves fresh water cooling.

my main questions are concerning the outdrve and what/if/how i should test it. the plan is to advertise a running, functional boat and i want to make sure it is. as i said, the 898 is suppose to be rebuilt, but i dont know what was done after it was swamped and what sitting for 2 years may have done to it. what should i check or replace on it? anything else on the boat i should be aware of? any tips on emptying the gas tank? i was thinking an inline pump with a hose?
