Blown 90 hp Evinrude 1998

I have a blown 90hp that I originally thought the water pump was out. I had the mechanic take the boat out of water 3 months after problem. (Pontoon that stays in water under covered slip) The pump was good and all thermostats where also good. The number 2 cylinder is burnt and some of the wires melted due to heat. The mechanic thinks I had something wrapped around lower unit that restricted water flow and caused this problem. I have had others to say it was due to fuel mixture, timing issue, etc. because of damage on #2 cylinder. Anyone have opinion?
 
The alarm went off but was outside of marina wake and thought I could make it. About 5 different mechanics have said it was due to no water. The insurance is saying everything else they can come up with. The first was because impeller was not completly melted and last says it was a combustion or timing problem. Just looking for some help or answers. They had someone look at pictuers to come up with last sinerio. If it was mechanical issue I have no problems but most think it was due to something stopping water flow. Not enough to melt impeller but to damage #2 cyinder. Are they just giving me the run around? I'm not a boat mechanic nor someone who has filed al claim on anything in past 6 years. ust want the right thing done here. Boat always starts first time and never any issues until this. Boat is well taken care of and is used weekly. One add the mechanic that removed from lake drove it across the lake with #2 cylinder bad to get to better ramp. Thanks for any help!
 
One other question. If it was lack of water to head and #2 is burnt and do to the short period of time it was run is it possible only 2 to be danagered with a little on 1 or three I think. and also melted wires.
 
Which of the 90' are we talking about, they were both available in 09.
1: The 60 degree looper?
2: The 90 degree cross?
