blowing ignition fuse

I have a 1997 four winns horizon RS with a 4.3 GL. The ignition fuse blows as soon as you turn the key to start. This only happens sporadically, maybe once out of 10 starts. Once the boat is running everything performs normally. I have cleaned and inspected wiring. I found some chafing at the solenoid connections and added insulators. However nothing changed. It seems to blow fuses more often in damp conditions. The manual and label on the fuse panel calls for a 10 amp.

I'm thinking it must be the starter solenoid because the only time the fuse blows is when the started is engaged, it blows the second the starter kicks in.

Any help would be greatly appreciated

If you suspect the starter solenoid, then you could disconnect it and see what happens when you turn the start key. If the fuse keeps blowing the problem is a short elsewhere.
