Blowing fuse on fast throttle up 2001 Mariner 60 BF

I have twin 2001 60hp Mariner Bigfoots on my boat. The fuse on my starboard motor keeps blowing when I throttle up quickly. When I slowly push up the rpm there is no problem, but when I need the power the fuse blows every time. It does not seem to do this when I rev in neutral.

I need the rev range when out at sea so this is a bit of a problem and could potentially be very dangerous. I have resorted to driving around with a bag of spare fuses, but I cant seem to find the problem. any comments appreciated.
 
The forward movement of the boat while throttling up quickly may be moving some wires and causing a dead short. I would start checking wires by moving them aft.
