Blocked water pipe in leg

Hi trying to fix a friends 2 stroke mercury 110 outboard. He overheated it due to a knackered impeller. I’ve removed the lower unit but the water tube in the main leg seems blocked at the powerhead level. When I flush the tell tail hose it spills down the inside of the leg somewhere (can’t see) and not down the water tube in the leg. Will I have to remove the main leg from the powerhead ?

Correct----Water does NOT need to come out of the water tube !----Remove power head and inspect for melted washer at top of copper tube.
 
Removed the power head now and yes the washer is melted closing off the tube . Are the parts still available? I’m in the UK
 
The new factory part is improved.-----Should be available at any boat repair shop.----I have a couple here for my own use.
