Speaking from very limited experience, this is likely unburnt fuel and oil leaking down through the foot--- condensate from the exhaust. Are you, by chance, running any Sea Foam or similar? I've noticed a LOT of this happens when I de-carbon and engine by force-feeding it Sea Foam. I get an enormous amount of oozy slick on the surface of the barrel water that is great fun to dip your arm into while looking for that bold that you accidentally dropped in the drum.

If it actually is unburnt fuel/oil mix, then perhaps you are running it a bit rich. I'm assuming this is a 2 stroke, but since it's an 03, it may be a 4 stroke. I wouldn't expect a 4 stroke to leak unburnt oil much.

thanks for your response, sorry it has taken so long to reply i've been away from home a while but if it is running a little rich is it doing any harm to the engine? and since the VRO does the mixing ,how do i lean it out ? adjust the carbs? thanks..snukes oh, i do run a little startron fuel stabilizer..

thanks for your advice, sorry it took so long for me to acknowledge . i am now running penzoil synthetic unaware that there were issues with this product..am i doing damage to my engine ? if so what ? is the oooze really un burnt fuel? how does fuel not get burnt ? the VRO does the fuel mix,so do i need a carb sync and adj ? like i said the engine starts first crank and runs fantastic,,oooze is the only issue..thanks snukes..

Just to join the crowd with no contradictions... the exhaust housing and tuning tube is a soot coated component and the unburnt fuel mixture draining down thru it results in that black ooze dripping down on your newly poured cement garage floor and driveway.

Get rid of the Penzoil and run Johnson XD-50 And the ooze will stop in time.

You can also get the engine up to temp, take the carb cover off and spray Merc's Power tune into the carbs with the engine running until the engine stalls. Then remove the spark plugs, and spray the remainder of the can into each cyl and replace the plugs, do not tighten them. Wait at least 24 hours. Then remove the plugs and give the engine a quick crank, reinstall the plugs and fire her up. It will smoke heavily. This is a good service to do to you engine, it will keep you from waffling a cylinder with all the crude/carbon/unburned residual penzoil additives, you have stuck in your piston rings.
