Bigfoot power trim problem

Hi. 2006 60hp outboard Bigfoot efi, power trim will raise the motor about 1/3 of the way up and stop. The trim motor will run, but the outboard quits going up. When the switch is released, the motor gradually lowers on its own to the down position. Any suggestions?
