This is a diagram for a 2001 BF30A Muffler Cover area. On my engine the linkage on part #9 is totally disengaged, not connected anywhere. But looking around I am 99% certain it connects on a part of the choke linkage (theres no other place this linkage could terminate). The activation of the manual choke would move this part #9 in and out of part #8. It appears to be a sensor influenced by the choke setting.
edit: Another diagram labels the part as a remote choke solenoid assembly. My engine started its life with a previous owner as a remote control setup on a pontoon boat. Previous owner then converted it from a remote to a deluxe tiller handle and put it on a jon boat, that I recently purchased. Now my question is: for a tiller handle setup with the manual choke lever (2001 model), should this part#9 be connected, or left dis-connected from the choke linkage since it is no longer a remote setup?
