BF15A wonbt rev up under load

I have a 15hp honda 4 stroke t

I have a 15hp honda 4 stroke that starts and runs just fine but won't get to the rpm's that it should when in gear. I can get it to rev up just fine when in neutral by pulling the throttle linkage. The lower unit is in good shape also. Any help would be a big help
