BF 130 Bolt missing?

I pulled the cam belt cover to inspect the belts and noticed what appears to be a missing bolt on the belt tensioner. I looked all around the top of the motor but could not find a nut, bolt, or washer. I took this photo of it and took it to my local Honda Marine dealer and he tried to look the part up on his microfich but it doesn't show a bolt there. He had two BF 130's in for service and looked at both of them, and both had the same missing bolt, but just like on mine you could see the telltale rust ring from where a washer had been there. Is this a bolt that was just used at the factory for some reason? But that wouldn't explain the rust ring like the bolt had been there a long time before it fell out?

Looks like a bolt to adjust the idler at one time-------------------Looks like a kit was installed with the spring to maintain tension.----------Just my 3 cents.
 
A bolt is put in there only when the belt is being taken off and/or adjusted. Normally, there is none there. It looks odd, but that is the way it is.
