Bendix no rising, spins in place

Mercury 402 40 hp 1970s
I have a merc 402 40hp not sure on the exact year but I know it's 70s, I'm trying to figure out how to take off the top cowl, any help is appreciated. The issue I'm having is the bendix not rising and just spinning in place. I'm hoping to remove the cowl and grease the bendix to see if that will fix the issue.

That's often due to a lack of battery power.

At the front there may be a button you push to remove the front cowling.-----Then toggles or a lever to remove top cowling.

May also be battery connections on backwards.

Good point. See which way that starter spins--should be counter-clockwise.
