Bendix kicks out early

On my 1988 90 HP the bendix kicks out prior to starting, when engine cold. Pulled plug wires motor cranks for ever. Bendix only kicks out after like one cylinder fires.

Check all battery cable connections. Don't just look at them, take them apart and clean shiny bright, and reinstall tightly. That problem usually (not always) is due to a sluggish starter. The engine fires, and the starter thinks it is running and kicks out (engine is running faster than the starter, even if only for a brief moment. If the starter would keep up with it, it wouldn't kick out)

Do a compression test on it. And then a spark test to make sure it's firing on all 4 cylinders.
