Bellows with holes

Hello. The new bellows I received for my OMC outdrive has pre-made holes in it. Should I install the bellows with the holes facing down? The rear of my pontoon boat sits low in the water. Will these holes cause a problem? Won’t the bellows constantly be full of water? The bellows I removed doesn’t have holes. Thanks.

Ayuh,...... The driveshaft bellows has no holes,....
The exhaust bellows is always full of water, point the holes down,....
