Bayliner Steering Problems 1979 350

I have a '79 Bayliner 28 ft. with a 270-t outdrive and a 350, the steering is cable and we have 2 helms, one on the fly bridge and one on the cabin. The cabin one is turning the outdrive to both sides, the one on the lfight bridge is not, but it is moving the cable. Is there any chance to get a diagram or a schematic of the area where it shows the splines in the fork, the tiller arm, the steering helmet, and the bushings. I need them so I can find out which part has failed in mine.

I can tell you now that finding "T" drive parts will be difficult.
Some of the rubber components are no longer available. If you have too many issues with this, I'd encourage you to eventually replace the transom assembly with another model.
Brad at Fairview Marine in Oregon has some used "T" drive parts there.

If your lower helm cable is rotating the drive, yet the upper helm cable is NOT..... then it is likely an upper helm cable issue.... Yes/No?

Check the tightness of the "Spindle Arm" pinch bolt.

Check the attachment of the upper helm cable to the "tiller arm" of the drive.
Have someone move the lower helm and then the upper helm to see the difference in what happens at the tiller arm

The cable moves both ways.What I see is that five inches from the end it has like a metal ball that i think came out the bracket that is attach to the transon,what is the name of that bracket?Is the brackets job to hold the ball in place?I am in Miami,saltwater every where

That bracket is not a Volvo part. Its part of the steering assembly. As you surmised, that bracket on the transom is supposed to hold the ball and allow some (rotational) movement of the ball but no back and forth. It may be a simple a fix as tightening the clamp bolt or replacing it.

On a barrier island here in NJ... salt every where as well. Until recently ice and snow too.

Not sure if the older ball style is still available, but there are replacements ... one of these may work.
You may have one like "C" below:

A marine salvage yard may have a used OEM one that you need.
