"Pulled out thermostats, new impeller. I saw on another blog about a water diverter may have gone bad? Any ideas before I pull the head."

I doubt that the water diverters are the problem, but you might as well pull the cylinder head. Could be a head gasket or clogged water passage.

"If a 60 OIS, You probably did not find gaskets either, but o-rings. If so there are no 'diverters'.
When re-installing the heads, use new O-rings and use a 'minimum' of GM-silicone around the water-jackets. A lot of the cooling is performed by the metal-to-metal contact between head and top. The more metal contact - the more heat transfer. If You have the old 'plastic' thermostats, have them replaced with new ones. Running without thermostats or un-balanced thermostats/springs will make it overheat. At best You only melt the regulator."
