b89 rude 200hp charging system is cutting upagain

My volt-meter begins to read

My volt-meter begins to read higher & higher the more I rpms I run. It will go to almost 18 volts and close to the red on the meter.It seems that the boat is sluggish to plane when the voltage increases as well. could these problems be inter-related somehow?
