"Anybody familiar with what the small tube connected to female threaded connection point located in front of the shifter rod. What's it for? Clymer manual ,makes no mention of it in the area about removing lower unit, and doesn't show it in any diagrams.

It's for the speedo they a

It's for the speedo they always clog with sand dirt and debri. If you don't have a speedo don't sweat it. Shift rod seal looks weak though you should replace it. Suzuki also made a cover to help hold that seal in place. You could also carefully stake the seal in place at four points.
