b86 150 Mercury Power Trim Problem

I have a '86 Mercury 150 a

I have a '86 Mercury 150 and my power trim quits working when I try to trim it up when I'm running. When it's on the trailer it goes up and down fine but once I'm running over idle speed it will only go up to just about the point where the tilt cylinder kicks in. I checked the oil and it is full when the motor is tilted all the way up. At that point the trim motor makes a noise like it is low on fluid. Anybody have any ideas?

"Jason, I will assume you have the three ram system? The trim limit is where the two outside rams stop extending. You can continue to trim the motor past this point, but when you apply power, the motor will trim down on its own."
