"If it does not start, they are overlooking something obvious: compression, valve timing, spark timing, spark or fuel. If compression is OK and valve timing is OK (it should be unless the timing chain was just replaced and installed wrongly or it has become loose), then either the carbs are not getting fuel or there is no spark (or the spark takes place at the wrong time). I would make sure that there is spark going to all the spark plugs and that there is fuel reaching the carb(s), then make sure the distributor is set correctly (that is, the spark advance timing is OK). If no spark, check that there is power reaching the coil, that the coil is not toasted, and that the distributor points and capacitor are OK.
And once you make the engine start, consider replacing points and condenser with a Pertronix electronic ignition kit.
