AQ170 only starts with WOT

"Hey guys, my AQ170 will only start when I have a WOT, runs perfectly other than this. It has an inline rubber bulb before the fuel pump, which always seems to be empty when I've been standing for awhile, would this be part of the problem as this is used to prime my fuel on first start up??? "1) Carbs etc, tend to have all the fuel evaporate out of them under certain climate conditions if left alone for some time.
2) Having to go to WOT to start is usually symptomatic of a "flooded" condition. It is possible that you are being too "energetic" when priming with the rubber bulb and the float valve on the carb is leaking slightly, resulting in a flooded condition. Suggest just a few squeezes, one single "pump" of the throttle to WOT and then start with the throttle just slightly open. If it does not start fairly quickly, squeeze the bulb one more time and repeat the throttle single pump...etc."
