AQ145B stuck intake valve

I was out engines running fine and came in, shut down for a couple of hours the engines cooled down when I went to start up I knew something was wrong by the sound. I checked the timing belt it was fine, opened the valve cover and saw the #4 intake valve was not rising to meet the cam lob. Is there any way to free it in place?
 
You may have a broken spring, so you will have to remove the camshaft and remove the tappet (AKA bucket or cam follower) to see what's going on. Alternatively, you can first try to put that cylinder on tdc at the end of the compression stroke and pressurize the cylinder via the spark plug hole and see if the valve lifts, which will confirm a broken spring if it falls again (especially after cranking the engine).
