While reading some threads, I read ere one said a AQ31as set up for 2 cabs, I have inherited a boat and have been bringing it back to life, I test run it I the a over the weekend and 2 things, 1) with 3 people in the b0at it would not get over 320 RPM and never each plane 2) with 2 people it would reach plane but had to maintain about 3700 RPM to remain on plane and motor seems t run hot

You should check spelling and numbers before the final click to post. (This site is slower than most people can type.)
There are plenty of threads already going on your model engine overheating.
You forgot to mention how big a boat you are trying to push with a tiny engine.

First step is a compre.ssion test on engine. More info is needed!Type of boat.Weight of hull. What propeller is on engine, diameter& pitch. Possible water trapped inside hull or in compartments, Engine installation height incorrect.

You must adjust the points with a dwell meter if it has points. Pull the cap off of the raw water side of the heat exchanger and start the motor. It should fill up real quick with sea water, if not you need to figure out why, impeller or water out fitting on the drive. Put your hand on the exhaust manifold and monitor the temp of the manifold during a warm up cycle. When the engine reaches 170 degrees the exhaust should only remain warm. If it gets hot fairly quick you need to pull the manifold and inspect the water out ports. Take your time and start from the beginning.

pretty good manual here make sure it is firing on all four, dwell angle is correct before setting base timing then check max timing advance. It should be 32-36 degrees at around 4200 rpms. With a timing light on it watch the timing advance from slow to fast it should climb steady with engine rpms from 6 degrees base to 32-36 at 4200 rpms.
