I am not getting spark to my distributer from my coil. My wire diagram shows 2 wires from the -side of my coil. 1 to the tach and one to the distributor. and 1 wire that goes from the key switch to the + side of the coil. Coil only has 2 wires on it. when I turn the key switch on but not cranking it I have power on both sides of the coil. Is there suposed to be power on both sides or is the coil bad?
 
The two wires on the (-) of the coil are a grey one which goes to the tachometer and a purple one that goes to the points. On the + of the coil you should have a purple wire that comes from the ignition switch.

I assume you are talking about voltage between a coil post and ground. As long as the ignition key is turned on, you should get 12V on the + side of the coil, and the voltage leven on the - side of the coil depends on whether the points are closed or open.

actually I only have 1 wire on the negative side of the coil and that is the grey tach wire and the purple wive I have is on the positive side. The boat had run before so Im not sure if there has been some rewireing. but if there is no wire there from the points then the negative side should not be hot at all right?
 
Thre should be a wire going from the points to the - of the coil. Otherwise, the engine won't run.

Regarding your last question, the - of the coil will be hot as long as power is applied to the + and the coil is not open (i.e. a wire is not broken inside the coil in the primary winding).
