AQ131A will not idle

I have a 1986 Bayliner with a AQ131A engine that runs well at higher RPMs (>1200) but stalls out when in idle.
If you place a paper towel over the new carb to restrict air flow, it will idle fine. How can I restrict the air to this engine?

No, you want the opposite, more gas at idle,
Which carb is it?
 
There are two solex designs early and late you can tell by the head on the idle needle the large screwdriver head gets preadjusted out 2 turns from lightly seated and the small needle head get preadjusted out 9 1/2 turns. First detemine what carb you have and adjust it accordingly. If it is adjusted too lean the hole shot will suffer. If you get it to idle good go from slow to fast quickly if it hesitates turn the needle out 1/4 turn and try again. Just keep doing that until you get a nice clean hole shot. Then leave it alone.
 
Another thing I found out on mine is if your running points you must adjust the points with a dwell meter for a nice smooth idle. Get it as close to 62 degrees as possible then adjust the timing to exactly 6 degrees BTDC.

What model solex?
Does it have a spark arrestor or air filter.
Does it have a mechanical fuel pump (normal setup) or some other type.
Does the transmission go into neutral OK?

How many adjustment screws do you see on the carburetor.
Please describe what you mean by "new" carburetor.

It's a 44PA1 model #856046. It has only one adjustment screw
There is a flame arrestor and a mechanical fuel pump
Transmission goes into neutral fine but engine stalls
Replaced original carb with rebuilt carb bought on line
 
The rebuilder may have done a poor job.
the 44PA1 with single screw.
That screw, as near as I can tell, is both the idle jet and intermediate jet adjuster.
If the rebuilder did not do a good job cleaning out the internal passageways, the carb will not work properly.
I would take it off the boat and open it up
Try around 4 turns out, I'm pretty sure mine is 4-5 turns out.

I also clean my carb myself every season.
A little moisture inside over winter gets the aluminum corroded.

The fuel pump I most likely ok if it can keep up at cruising speed

There are two designs of that carb, if you have the small head idle air adjustment start out with 9 turns out from lightly seated if you have the large head more on the side of the base not center start out with 2 1/2 turns from lightly seated.
