1. The text editor on this site does not work very good. I have to type slow and check every character.
So your post seems to read wrong. Can you edit it, what is your boats problem?

I can only get about 3200 rpm with my aq131a 275 out drive 15x19 prop

Are you setting the points with a dwell meter? Set the points at around 60-62 degrees using a dwell meter and then adjust the timing to 6 degrees BTDC. Then check the progressive timing advance the timing should advance steadly with RPM and should stop around 32-36 degrees at 4200. Is this a older bayliner?

On mine the point gap is a little less than .016 gap after setting them with a dwell meter. The all in timing is real important dont rev the motor past 2500 rpm with the prop out of the water, check the progressive advance on a smooth lake with a load on the prop. If it is not advancing 32-36 degree WOT pull the distributor apart and clean/inspect it good and just use engine oil to put it back together.

Yes....... definitely use a dwell meter. (setting points via gap is an estimate ONLY of correct dwell angle)
If the distributor will NOT hold dwell angle, look closely for shaft wobble (worn bushings, etc)

Yes again on setting NOT only the BASE or Initial advance, but also look to see what the progressive and total advance are doing.
If these numbers are not correct, you will never be able to achieve WOT RPM.... regardless of propeller.

Make sure that the engine is healthy. Good cylinder pressures, etc.

OK..... next verify that your lower drive unit is a 2.15:1 unit. Some people replace a lower unit with an Incorrect Ratio!!!!!!

OK, so you just bought the boat.
Check easy things first.
With engine NOT running, set full throttle and see if carburetor goes full open.
Do you have two carbs or one?
Does the back of the boat have trim tabs? Maybe you have a boat problem not a motor problem.

I have one carb.i checked the carb it's good . There is an aftermarket hydrofoil on it. I noticed the exhaust is pointing straight back. Could that be a problem

you most likely will not be able to move the exhaust port. It should be 5 degrees to port for LH prop, 30 degrees to port for RH prop.
1. How fast does the boat move at 3200 rpms on a calm day.
2. does the engine sound good from idle up to full speed?

Another possibility is water soaked foam under the deck is real common especially if its a bayliner. My 131a with a 19 pitch reaches 4800 rpm at around 40mph on a 16ft bowrider. I just replaced the deck and the old foam was thoroughly water soaked. Take a hard rubber mallot or hammer and tap around on the deck the sound of dry rot is unmistakable.

Does about 25mph . Engine sounds good

Cover tach with picture of mermaid and go fishing.

Seriously, see the post by owner of similar boat.
I run a 14x19 prop, same engine as yours. 20' cuddy cabin.
Could not hit 30mph(gps) with old motor, tapped out at 4000 rpm.

Your engine may be tired, your prop may be too big (15").
If it is running good, reliable, and does not fill bilge with oil, leave it alone till September.
