Can any one help me? I have a

Can any one help me? I have a AQ130C Volvo Penta motor.

When on trailer I can run motor put it gear and it runs good. As I give it gas the prop turns and speeds up and turns faster as I give it more gas but as soon as I put it in the water and try to go it just goes at a slow speed no matter how much gas I give it . The motor will bogs down as I push the throttle forward and when I let up on the gas it will sometimes stall or just idle again. When I start it back up it will sometimes backfire and then start right up.
I have replace the plugs wires cap rotor and coil. Timing is right and points are set and good.
I just don’t know why out of the water all is good but in it cant get out of its own way.

check fuel for water and u might need to rebuild the carb

"Sounds like one of your carbs may not be working. Make sure both carbs are opening and are synchronized. Also, make sure the plug wires are installed correctly. The firing order is 1-3-4-2 and the rotor turns coounter-clockwise."
