Aq125b , no compression, all cylinders, ?

Aq125b,

Turns over, cam is moving. Cam looks new, gasket also. Looks like newer gasket on Intake aswell.

1985 bayliner capri. Volvo penta 2.1. Picked up recently. Sitting awhile. Oil in it was looking like clean, plugs, aswell. Fuel is not getting to the Cylinders.
This is points and single carb. Timing looks right, o degree, cylinder 1, TDC. Can see cam turn, cam looks fairly new. No start, has spark..
But compression tester didn't even move, stayed zero all 4 Cylinders. Before I attempt to start, did pb blaster in each cylinder 5 days prior. Plugs are dry. Never fot fuel, poor some fuel down the carb, seems to just puddle in intake, when try start, throttle open, the fuel bubbles in intake, but not getting to pistons.

Where to look ? What to check ?

Possible that the new cam was not installed, i.e. timed, correctly.

I think it is off, I got belt loose broke tensioner trying to get tension off. Gonna have to take front radiator holding tank off, just to get to seeing if dot is there or shear key for cam as i heard a way to check if no dot.
