AQ 145A intake manifold cooling problem

"This may sound strange, BUT,

"This may sound strange, BUT, I took the intake manifold off my AQ 145A. There is a cooling port below the number 4 piston that matches with a hole in the intake manifold. There is also a cooling port below the number 1 piston that matches a hole in the intake manifold. For some reason the hole in the block under number one piston is plugged with a steel plug simular to a freeze out plug. The hole under # 4 is not plugged and coolant came out both on the intake manifold when I removed it, which would be expected.
Why is #1 plugged? Is this normal/factory. Should I remove it to allow coolant to flow? Any help would be appriciated.

This is the way (one port

This is the way (one port plugged) that they come from factory. My guess is that the arrangement to make coolant circulate through the intake manifold was originally designed to warm the fuel/air mixture in very cold areas so that the gas would not turn liquid again after the carb and before reaching the cylinders.
