Another Mercruiser 228 carburetor question

Sorry one last question

It is 1979 carburetor with the old fashion element choke - when the outside temperature is extremely hot 90 degrees - is it normal for the choke to be fully open
On installing a new carb - does one fill the fuel bowl first thru the vent tube
 
I wouldn't expect the choke to be fully open. Nearly closed would seem more normal.

I usually fill an empty carb with fuel thru the vent tube in the spring at the initial start up. Why make the starter crank the engine any more than necessary? I use a small squeeze bottle with a tapered nozzle. Just be careful not to spill any fuel.
