Alpha I outdrive wonbt break free

" I have an 88 merc with Alhpa I outdrive. I had been leaking salt water thru the gimble bearing/seal. I now can't get the upper housing off the boat. I get about 1/16" gap between the drive housing and the gimble housing and that is all. A mechanic said the motor has to come out? If the bearing is froze on the shaft, why take the motor out? Any help on how to get the upper drive housing would be greatly appreciated. "

Yes it's in forward. I followed the manual preciseliy and removed the lower unit first. I just can't get the upper housing off.
