Air in fuel bowl

I`m finding air in the fuel bo

I`m finding air in the fuel bowl and the motor (225OX66) will not go on plane. It does start fine and idle OK. I check the bowl for cracks and leaks but found none. Could the low presure fuel pumps cause this or some thing else?
