Please buy a service manual before adjusting the carbs. Once set up, it should not really need to be adjusted again, it’s likely you are masking a different problem which will turn round and bite you in the ass.

The reason im thinking it is lean, i removed the spark plugs and they did not look good and it pings at half throttle but when i give full power it goes away and there is a film of fuel on the water.

OK but was it good before ? I would strongly suggest a full tear down carb clean and set the fuel/air at factory settings before just adjusting the fuel/air mix. Is your engine cooling system running well ?
I did remove the carburetor and ran it through a sonic parts cleaner. Prior to that it would always stall out on me and wouldnt stay running. Now no problems, except for runnin lean. Cooling system is good.

100% remove them and clean ALL the tiny passages with a single strand of wire then set them to factory default. What model engine is it, do you have access to a service manual ?

Different atmospheric conditions at a minimum will result in the need for idle mixture adjustments to be made.

Although very true, unless there has been a major change in the environment the engine is operate in, the carb adjustments are coarse enough the account for anything within about a 1000’ altitude or reasonably expected ambient pressure change.

I appreciate your effort Tony, thank you much
No worries Rob, TBH 2 turns out from seated sounds pretty good, you can check by winding them in and out to see when the engine speeds up and slows down then halving the adjustment but I’ll not try and type that process, it would take me all day 😆
