A/C not running

the A/C units on our1990 Luhrs 3400 MY does not have instructions. I turned on the breakers to both units and neither of the T-stat;/ control panel show power. can anyone explain how the system works..

You should be able to search online for the instructions by entering the brand and model. I wouldn't bother with the boat manufacturer's site for this unless they have archived info.
