99 Mercury problem

My mid 1980's Mercury 9.9

My mid 1980's Mercury 9.9 was running full out across the lake today when suddenly it lost power to the prop while the engine went into high rev. I was able to get back to the dock at low speed but when ever I applied more than minimal throttle it would just rev up but not put power to the prop. Any ideas on what this could be?

Do I need a new prop? The prop blades are perfect just the rubber around the copper sleeve inside the prop is history. Can this be repaired?
