99 mercury 2 stroke 25hp

Just got a mercury 2 stroke for our little boat we keep in SC. Did all the maintenance(water pump,thermostat, plugs, gear lube), and set the timing and sync and linc. Motor ran great the first couple of times out but started to act up. We ended up changing out the gas tank and hose and fixed a small knick in the trigger assembly wiring. After fixing this it would be fine, other than being hard to start.
Well I got a report from my brother that it would not start and I found after doing an inspection that we had no spark. The manual(factory manual) is a little vague on the ignition diagnostics.
We have tested the trigger assembly and get the resistance in spec.
we tested the stator and got nothing on the ohm test
The test for the ignition box says it needs 300 to 800 rpm(?running or cranking)

So does anyone know if you have to have to mercury test leads or will a digital multimeter be sufficient?
How do you test the ignition box?
When testing the trigger i got .805 ohms with the meter on auto. spec is 6.05 to 8.05 ohms. This is a new meter to me so I am still getting used to it.
When ohming out the stator I got 0 ohms
