Also could be a bad connection in the fuel lines. If air is leaking in it will decrease fuel delivery, hence the hard starting. If fuel in the pump has air bubbles is will cause cavitation and poor delivery, but the oil side of the VRO will still deliver all the oil which results in a lot of smoking.

Start checking all the crimp/clamp hose connections at the VRO pump, motor connector, primer bulb and tank. If the lines have been on a really long time you might just cut them back 1" and re-seat them. Or, if the hoses are original they might be due for replacement.

Last year one of my jet skis became an absolute bear to start. About 5 years ago I had installed all new transluscent blue fuel line thinking it looked nice. It was nice, but over that time the tubing hardened and although the connections seemed snug there was air getting in somewhere. This spring I replaced all the lines with good 'ole black rubber, reinforced fuel injection rated tubing. Now the fuel lines stay primed and it starts at the push of a button. We often forget fuel lines are a maintenance item, not permanent.
