99 evinrude 70hp 4 stroke

I have a check engine light on the tach. When I turn the key switch on, it flashes twice, pause, flash 5 times, pause, flash 5 times, and keep repeating the 5 flashes.
so I'm assuming it's a code 25 or 255.
Engine will start, idle and run up to about 3300rpm before it starts to surge, (safe mode)
any ideas as to what code 25 is?
nothing in the evinrude or suzuki manuals show a code 25
 
Running the suzuki sds software on the motor.
the software shows no faults.
Also shows only 8hrs total runtime with 0min in the 0-1000rpm range, 0mins into he 1-2000rpm range, 0mins in the 2-3000rpm range....
Thinking the ecm/ecu is bad....
 
You are about to find out about " new technology " and offshore motor support.-----That ECU / ECM is listed as NLA on this website.----Perhaps find a dealer who might be interested in testing yours.----Did find it on another site at $2000 US , so a choice has to be made.-----I would prefer a good running say 1984 model 70 HP as they do not have this obscenely priced electronic stuff.----Browns point----- might be able to help.---$1700 US there.

Picked up a used ecu on ebay. No more alarms. Havent done a water test yet, but starts and idles fine, diagnostics software shows everything is good.
Original ecu was stamped 99e12. Looking up suzuki ecu part numbers, 99e12 was superceded by 99e13, then 99e14...
Ebay ecu from a 2001 suzuki 70, stamped 99e14,

Looks like the only thing evinrude is paint and stickers.
