98 Merc will not lock down

My 9.8 merc outboard will no l

My 9.8 merc outboard will no longer stay locked in the down position.
I can move the hooking mechanism to the lock position by hand but it will not engage via the shift lever. Any thoughts?

u have to have to adjust that

it is very easy
i think it is like a 3/8" bolt
