I recently bought a 98 Mariner longshaft. When I first bought it and choked it and pulled the starter the choke pulled itself in each time I pulled the motor. Now when I pull it open and pull the starting cord it doesn't close and the engine won't start. The only way I can start the engine is to pull the throttle shoe forward and pull the starter. The butterfly valve will not open when the engine is in neutral unless I do this. Is a spring or linkage missing?
