98 mariner 150 not peeing

Hello I am new to forums. And new to owning a boat.. I recently purchased a 1984 skeeter with a mariner 150. It has a racing foot on it. Not sure what kind my issue I'm having is when I hook muffs up to it and start it it doesn't pee. At all I've flushed the line out. When I put a hose to the top of the pee hole it pours out of the foot. My question is.. is it safe to run? Does it have a t-stat? Thank you in advance.
 
Need a serial # of the motor. If you have the 2.5l block they do not pee right away. The thermostats need to open first or water pressure needs to build up a little bit. Does it pee if you rev it up a little bit. What do you mean by racing foot does it have water pick ups in the nose cone. If it does muffs will not work. Have you had it in the lake yet?
 
I don't have the sn# will get tomorrow. And it has a fin on each side looks like it is there to scoop the water up when your moving. And I haven't had it on the lake yet trying to get it looking right first. And my cables are seized so I can't steer.. but the muffs I have do fit around the fins I was talking about... but I'll grab the sn tomorrow and post it as soon as I can.
 
Those are standard water pick ups probably not a racing lower unit. When you start it again try revving it up a little it may start peeing. Do not race the motor 1100-1500 rpm should make it pee. If not you need a new water pump which you should be replacing anyway.
 
Your motor is a 1981 model so all my info i told you will not pertain to your motor. You listed your motor as a 98 model. Change your water pump impeller.
