98 Fast Strike 115 running problems

It seems to be one thing after another with this motor. Went out yesterday and at around 3000rpm the motor would bog out and drop to approximately 2000rpms. Stop to idle and take off again and would run fine for about 2 minutes at wot then bog down to 2000rpms again. I can put in neutral and it doesnt do it, revs and runs fine in water and on the muffs. Problem only shows itself under load. It sounds like it wants to go and will take off for a second then bogs. Got home last night and checked spark, will jump a 3/4 inch gap. Replaced fuel lines from tank to motor today but problem is still there. Also did this once about a month ago but only lasted a few minutes and eventually took off and didnt have anymore issues until yesterday. Any suggestions on where to start looking for the problem? Thanks in advance for any advice.
 
Is there anyway to check for this? I thought you had to shut engine down to get it out of SLOW mode. The first time it happened it started out acting up and then took off without a problem. Yesterday it was instantly as well, soon as I put the boat in the water it acted up, no time to warm up.
 
Also would like to add it gave no warning lights or horns. It almost feels like a fuel restriction to me with my limited knowledge. You can feel it trying to get up and go but something is not letting it. Was told by a friend of mine that when it started happening to push the key choke in and if it smoothed out it was a fuel problem, if not it was electrical. The choke didnt help so according to him its electrical but if it were electrical why is my spark so strong? Spark was tested 10 minutes after removing it from water.
