"Russell, if you are saying that the choke is not working when you push in the keyswitch then the first thing you want to do, is with the help of an assistant - remove the hood, make sure you have juice from the battery, work the key and see if the electric choke (just a solenoid) which is referred to as an "enricher valve" on your model is working.

You may be able to hear it click or alternately, if you grab hold of it (to the left of the top carb with the tubes going to each carb), you can feel it. Removing any of the feed tubes should also confirm via the flow of a bit of gas, that it's doing what it should.

If not, then you need to determine if it's infact getting power (broken/rotted/frayed wire) or if the valve itself is toast...."

Sounds like a bit of power is bleeding over from somewhere (keyswitch starting to go??) - should get no voltage on that feed until you push it in...
