'97 Merc 125 ELPTO starting issue from keyswitch?

I have horn at 1st position on switch but no crank or push choke operation. Ive checked 20 amp fuse at powerhead, it tested good but had corrosion so I replaced it. Also checked all fuses in fuse panel. I can get it to crank from jump to starter from battery but from keyswitch, nothing no click on solenoid or anything. Battery sitting at 12.9v and passes on my load tester. Ive checked and cleaned all connections. Any other things to look at?
 
Do you have 12 volts at the small wire on the solenoid with the key turned to the starting position? Choke won't work until the key is in the on position.

Ive not checked that. Ive got a manual for it and it shows only the 20amp fuse at powerhead. Are there other fuses not shown? It's on Lund 1800 Fisherman with keyswitch in the dash

I just tested at small yellow wire/red tracer on solenoid: no power when key in start position. I do have power at main fuse on powerhead
