97 johnson surges at wot

97 130 johnson surges at wot as if it isnt getting enough gas, it also will miss at a little slowe speed. will run at 25 mph all day with out a hitch. the motor had set for 3 yrs and has pretty much been rebuilt ieee new power pack,carbs rebuilt twice,fuel line from primer to tank including anti siphin and pickup hose replaced, vro was replaced during this and a new fuel pump was put on. have checked for leaks and compression cks out good,,just dont know where to go next. suggestions??
 
old fuel was pumped out, have added a transparent fuel filter and fuel pump has a screen on it..have not seen any thing in the fuel lines..have also dumped the carburetor bowls after use but nothing there either. a question that lingers, the fuel pump was replaced as a result of removing the vro , how do I know it is putting out enough fuel at wot.
 
finally got back on the water. changed the fuel pump reclamped all the gas lines, noticed the surge line was not real tight but not real loose either, tightened it.it no longer was surging but would skip a beat here and there..had an extra tank with me and hooked it up and it rain without consequence. Hooked up the main gas tank and it also ran perfect for the next 1 1/2 hrs...when i got home i noticed thqt the filter had some junk it ..i suspect that my problem has been residue from the tank..anyway i am up and running and carrying an xtra filter with me ...thx for all your suggesstions..now if i can just get my tach working.
