97 115 evenrude intruder problem

I purchased this motor this spring and it has performed well thus far. The last time I had it out it started like normal and idled fine. When I went to get out of the hole, she lost power and killed. Now when I start it, there is white smoke that puffs out heavily and I cant keep it running unless I keep it primed. As soon as I release the key it will kill. My thought is the vro pump? Has anyone had related issues that can help me out?

My suggestion is to start this trouble shooting with a compression test.----Having to use the manual fuel pump suggests a VRO pump problem.----But if there is major internal damage then there will not be any crankcase pulses to operate the VRO pump.
