96 Mariner 75 trim motor

I tried to raise my motor after winter storage and when I hit the trim button I got a whiring sound like normal, but no movement. I manually lifted the motor unscrewed the reservoir screw and fluid came out so it has fluid. Any ideas?
 
Lost some fluid or blew a seal over the winter - that would be guess number 1.

Open the manual release (bolt, screw - whatever you want to call it) and tilt the motor up and down by hand to make sure the tilt tube or bracket isn't seized.

If the motor moves freely under "human power" then it's time to troubleshoot the hydraulic system and the motor itself...
 
Make sure it is full of fluid. If it is full of fluid but doesn't move when the motor spins then you need hydraulic rebuild or new manifold/pump. I think the '96 might be the one listed at $700. If it is then pursue other avenues. You should not have to spend more than $250 to get a '96 single ram system working like new.
 
I Have a 1995 75 Mariner with the same problem. I have dismounted the entire unit, and taken the rod apart to check the seals. All good, so I am assuming it has to be the pump and valve unit. For right now I am using a straight rod to hold the motor in one position, (Level), so I can go to the lake. Trying to find a hydraulic trim repair shop near by.
